Provincial and municipal trade unions "Build mechanism, build platform, multi-level linkage"
In recent years, Guangdong Federation of Trade Unions has responded to the call of the Federation, actively promoted the "Study to realize Dreams Action", and issued organizational mechanisms and incentive policies for employee education in successive years. Since 2013, the provincial Federation of Trade Unions has invested at least 10 million yuan annually to subsidizes the education and skill upgrading of employees, and promoted the coordination of local municipal federation of trade unions to introduce supporting policies and organizational mechanisms. We will build an employee education service platform and an information platform of "Learning to Realize Dreams Action" -- Guangdong Employee Education Network, which will connect with the national platform to improve the organizational efficiency of the whole province's learning to realize Dreams action, ensure the fund distribution and management in place, introduce high-quality and preferential educational resources, and extend the organizational strengthening to enterprises to connect the education services to the employees. At present, the whole process of policy publicity, application, management and distribution of employee training subsidies of "Study to Realize Dreams Action" of Guangdong Federation of Trade Unions has been completed on Guangdong Employee Education website. By the end of 2015, training subsidies of 33.63 million yuan had been issued to 12,060 service enterprises, and 99,363 employees had participated in improving their academic qualifications and vocational skills.
Guangzhou Federation of Trade Unions gives full play to the role of trade unions, carries out Guangzhou workers' dream improvement project in the city, and trade unions at all levels of the city work together, gradually establishing an incentive mechanism for trade unions to carry out employee education and training, encouraging front-line workers to participate in on-the-job education and skill training. Since 2013, Guangzhou Federation of Trade Unions has invested 10 million yuan of special funds every year to subsidize the employees who have taken part in the study, including 1,500 yuan for each employee who has obtained the diploma of academic education. In 2016, the special appropriation was increased to 15 million yuan. At the same time, the district Federation of Trade unions, group trade unions and enterprise trade unions also provide appropriate subsidies according to the actual situation, with supporting funds reaching hundreds of millions of yuan. Through the "three-level trade union funding" of the city, district and enterprise, the tuition burden of employees to participate in the training is reduced, which greatly stimulates the enthusiasm of employees to learn and improve. At present, it has helped 40,000 front-line workers to improve their academic qualifications and skills based on their positions.
In 2010, Guangzhou Federation of Trade Unions, with the assistance and support of National Open University (Guangzhou) and social education service institutions, set up and improved the staff education service platform - Guangzhou Staff Education Network, and introduced academic education, vocational skills and post training programs of "high quality, preferential, convenient and non-off-duty learning" for the city's staff. And in the enterprise to widely establish the worker education service center, "send subsidy policy", "send education project", "send service" to the worker side, by the worker's welcome. National Open University headquarters branch to explore the new mode of enterprise talent training
As one of the national universities participating in the implementation of the "Study to Realize Dreams Action" plan, the National Open University has actively participated in the education of staff and workers in Guangdong Province and Guangzhou City, especially the continuing education of migrant workers. In 2015, under the guidance and support of the All-China Federation of Trade Unions, China Open University cooperated with the Guangdong Federation of Trade Unions to carry out pilot programs of the "Help Plan" in Guangdong, and jointly promote the "Big Training Action for 10 Million Workers" for Guangdong Province. It explored and implemented new requirements for "five docking" in running schools, such as "docking of major offering and industrial demand, docking of course content and professional standards, docking of teaching process and production process, docking of graduation certificate and vocational qualification certificate, docking of vocational education and lifelong learning". Modern manufacturing and production service majors aimed at transforming Guangdong's economic and social development model and helping industrial transformation and upgrading have been set up. The "dual certificate" transformation of the major was carried out, and the post skill training certificate and national vocational qualification certificate were introduced. Through the credit banking system, the communication and connection with academic diploma were realized. The new learning mode of "sending teachers to the enterprise" and "learning without leaving the post" is explored. The enterprise factories and posts are regarded as the teaching practice and training base, so that the staff can realize the improvement of learning without leaving the post.
In order to better meet the needs of enterprise transformation and upgrading and employee growth and development in Guangdong Province, Guangzhou Experimental College was established in National Open University (Guangzhou) at the beginning of 2014 with the approval of National Open University. The college takes industry application as the guidance, professional ability improvement as the focus, lifelong development as the goal to set up education programs, to provide "post, occupation, professional" talent training solutions for industries and enterprises; For enterprises to create a "triple double" mode of running schools: colleges, enterprises double; Double track training of academic qualifications and skills; Online and offline dual training mode. Effectively meet the needs of enterprise personnel training and individual growth and development of workers.
At present, the National Open University has set up 17 National Open University learning centers, 5 enterprise "Study to Realize Dreams Action" learning centers and service stations all over Guangdong Province. Through online and offline approach, the university provides services close to the employees, ranging from study selection and application to examination certificate and subsidy application in one stop, and even provides educational financial assistance and learning and making friends services. To a large extent, it alleviates the obstacles of "money, difficulty, people, busy" that workers often face in training.
At the meeting, the leaders also presented graduation certificates and award certificates to the graduates and outstanding students of Guangzhou workers' dream realization project. On the same day, the Experimental School of National Open University (Guangzhou) held a simple and solemn graduation ceremony for more than 700 2014 graduates of Guangzhou employees' dream realization project, and held a freshman entrance education class for more than 100 new employees in autumn 2016.
