This project will further expand the scale of Hanlan solid waste treatment business and bring new profit growth point. In addition, Hanlan established a joint venture company with Foshan Sanshui Public Assets Investment Management Co., Ltd. to participate in the operation of "Smart City Manager" project in Sanshui District.
< b> Help the construction of "Waste free City" in Foshan, promote the vertical integration of waste incineration and sanitation in the three water districtsIn June 2022, the Foshan Municipal Government issued the Implementation Plan for the Construction of "Waste Free City" in Foshan to comprehensively promote the construction of "Waste Free City". It is expected that by 2023, the construction of the city's environmental protection industrial park will continue to advance, and a pluralistic co-governance system for solid waste will take shape.
The Sanshui District of Foshan City has a permanent population of more than 800,000. In 2021, the GDP of the district reached 140.52 billion yuan, with a year-on-year growth of 8.6%, ranking the second in the growth rate of Foshan City, showing strong resilience in its economy. In recent years, Sanshui District has made concerted efforts to promote high-quality economic development and high-level protection of ecological environment. (hereinafter referred to as "Sanshui Development Company"), a state-owned enterprise in Sanshui District, held Hanlan (Foshan Sanshui) by means of capital increase and share expansion. 51% equity of Bioenvironmental Protection Technology Co., LTD. (hereinafter referred to as "Hanlan Sanshui Co., LTD"). Both parties cooperate with Hanlan Sanshui Co., LTD as the main body to jointly promote the investment and construction of Foshan Sanshui Green environmental protection Project Sanshui District household waste incineration power generation project (Hanlan holds 49%). The total investment of the project is about 1.488 billion yuan, and the company invests in proportion to equity. The project adopts BOT franchise mode, with a total scale of 1,800 tons/day and service scope covering the whole Sanshui District. After completion, the goal of "all incineration and zero landfill" of domestic waste in the district will be realized. The project is equipped with two 900-ton/day incinerators and one 50MW steam turbine generator unit, which adopts the domestic medium temperature ultra-high pressure furnace external reheating (13.5Mpa, 450℃) ultra-high pressure unit equipment, which is the highest level of energy utilization and the latest technology in the waste incineration power generation industry. Using ultra-high parameters to further improve the efficiency of the reheat unit, the thermal efficiency of the whole plant is close to 30%.
The process of the flue gas purification system of the project has broken through the new height of Hanblue, and the wet deacidification process is added. The flue gas emission standard is implemented according to the newly-built standard of Shenzhen "Operation Code of Domestic Waste Treatment Facilities" (SZDB/Z) 233-2017), better than the national "domestic waste incineration pollution Control Standard" (GB18485-2014) and the European Union 2000 standard.
Build a "smart city butler" system to seamlessly connect garbage collection, transportation and disposal
In May 2022, Hanlan and Sanshui Public Assets Investment Management Co., LTD., Sanshui District of Foshan City, established a joint venture (Hanlan accounts for 35%) to participate in the operation of Sanshui District "Smart City Butler" project. The project scope covers the whole chain business of urban management in Sanshui District, including but not limited to household garbage classification, recyclable material chain integration, garbage station construction and transformation, road cleaning and cleaning, road sprinkling and dust reduction, environmental sanitation improvement, public toilet and other facilities management, green maintenance, municipal park management, greenway management, street lamp management, etc. In July 2022, Hanlan has started the service of part of the "Smart City Butler" project in Sanshui District.
This project will break the traditional operation mode of fragmented management and short-term operation, improve service efficiency, and help guarantee the seamless connection of all links of household garbage cleaning, garbage transfer and back-end harmless treatment, and gradually improve the whole chain coverage system of garbage classification, collection, transportation and treatment.
Hanlan builds a smart environment platform, establishes a command and dispatch center, strengthens the supervision of environmental sanitation and solid waste treatment business, and fully realizes the intelligent business management of household waste from front-end collection to terminal transportation.
