City is an important carrier to realize the holistic and systematic leap of artificial intelligence in our country. For a long time, Huawei Cloud has insisted on building a new digital infrastructure that meets the development needs and matches the characteristics of the industry for the city, building scene-based solutions, and promoting the comprehensive upgrade of urban intelligence.
In order to support the city to achieve a systematic and holistic leap, Huawei Cloud Innovation proposes the AI CITY concept, with the strategy of "infrastructure first, application-oriented traction", and the two-wheel drive of "model + knowledge" to build a "1234MNX" architecture system, including 1 distributed intelligent cloud base, 2 guarantee systems composed of AI security and AI operation and maintenance, 3 sets of AI engineering platforms composed of AI model platform, AI data platform, AI native application platform, M data assets and N model assets, covering computing power and Cloud as a Service operation, model operation, data operation, application innovation and ecological operation 4

At present, Huawei Cloud AI CITY has blossomed in many places across the country. In Karamay, Xinjiang, Huawei Cloud has deployed the DeepSeek-R1 full-parameter large model based on the AI Cloud as a Service, and through the Deepseek + RAG program to help the government build a government professional knowledge base, alleviate the knowledge illusion and policy information lag of the NLP large model, and launch a "digital social worker" that can handle community affairs; in Guizhou, Huawei Cloud has partnered with Guizhou Cultural Tourism to create a "Huang Xiaoxi" travel assistant, providing tourists with in-depth personalized itinerary planning and one-stop service, significantly enhancing the travel experience.
The data shows that Huawei Cloud has served more than 900 government projects around the world, and has jointly built one city and one cloud with more than 160 cities in China, continuously strengthening the cloud base of the smart world.
Fully rolled out, multi-city landing, AI CITY builds a new paradigm of urban development
Empowering the city to "embroider" and "intelligent" management, Guangzhou Baiyun to "revolutionize" the smart urban management system. Facing the complex challenges of urban governance, Guangzhou Baiyun Urban Management partnered with Huawei Cloud to build a "1 + 4 + N" smart urban management system: covering a large smart urban management platform, empowering the overall transformation; four organic implementation paths (visualization of management components, online attendance of personnel, daily work orders, and diversification of mass participation) to form a closed loop of urban governance; a number of urban management scenarios (sanitation and cleaning, city appearance order, sanitation charges, etc.) are covered to achieve revolutionary remodeling.
Taking the implementation path as an example, the system has achieved component visualization, online attendance, and work ordering, making urban governance no longer a problem. The project has won 11 national awards, gained wide recognition, and has been successfully promoted in many regions across the country.
Leading the new paradigm of security, Jiangsu Yixing has built a "digital defense line" for the city. Huawei Cloud has joined hands with Yixing to create an open model platform for Tianji Mirror, which will connect more models to open interfaces in the later stage. At present, Tianji Mirror has supported various security scenarios such as urban life infra and enterprise production safety. In the future, it will also spread its capabilities to government affairs, education, medical care and other industries, truly empowering "thousands of models and all walks of life".
At the same time, Huawei's cloud support platform realizes multi-interaction forms such as large-screen interaction and digital human interaction, making model capabilities readily available, and truly providing an agent model that is convenient and easy to use, ecologically open and sustainable for urban security governance. Taking urban waterlogging scenarios as an example, the system can complete the automation of the whole process from intelligent policy, early warning and prediction to one-click order dispatch and summary report, so as to achieve strong monitoring, fine prediction, early warning and quick disposal. Tianji Mirror not only promotes Yixing's urban security governance from "governance-based" to "prevention-based", but also lays the foundation for future urban industrial development.
To build the first AIPMC in the country, Guiyang Gui'an helps accelerate the intelligent transformation of the industry. As the core area of the national computing power hub, Gui'an New District joins hands with Huawei Cloud to focus on the five-in-one capacity building of "cloud, data, network, computing and modeling". It focuses on 8 key industries such as sauce wine, coal mine, non-ferrous metals, chemical industry, electric power, steel, building materials, new materials, and 4 key areas such as urban smart transformation, rural digital construction, tourism scene innovation, and government affairs convenient services. Scenario expansion and industry application development are carried out to achieve government efficiency improvement and industry empowerment.
In terms of intelligent application of government affairs, Guiyang has built the country's first forest fire prevention model, realizing risk second-level discovery and plan generation in one sentence; in terms of intelligent application of coal mines, incubating the country's first gas concentration prediction model, achieving 5 minutes in advance, 90% accuracy high-precision early warning; in terms of intelligent application of phosphating, annual cost savings 15 million yuan through process optimization. These industry practices fully demonstrate the important value of AI to promote industrial renewal and empower urban governance.
In the process of promoting the implementation of technology, Huawei Cloud has also gained the favor and recognition of the market: it won the overall first place in the IDC 2024 China Government Cloud Market Share Report, among which the Government Cloud Exclusive Cloud ranked first for 8 consecutive years. The integrated big data platform was named a "leader" in the dual dimensions of capability and strategy. The Government Big Model ranked first in the market share in 2023 and the first half of 2024, and was shortlisted for the 2024 Academy of Information and Communications Technology Industry Map.
