After 20 years of information development in China, the "coordinated management and service" of government affairs system has undergone essential changes in social governance and services for people's livelihood. "Internet plus government affairs" not only promotes the streamlining of administration, delegating power, and improving regulation, but also guarantees the provision of more abundant public goods and more high-quality and efficient public services for the people. However, it should not be ignored that there is still a large gap between the smart government goal of "using data to speak, govern and govern the country". Zhou Xia, vice president of Tongfang Shares, mentioned in an interview: "With the development of Internet big data, the government and enterprises have the initiative to use big data, but there are still some difficulties in realizing it. Information islands still exist, and the system construction of data resources sharing, mining and value transformation is not perfect. To realize the use of big data to enable government reform and innovation, it is necessary to deeply integrate and cooperate with the government, enterprises, universities and research institutes. Second, we should effectively guarantee data security in data sharing and mining, so that government departments are more daring to open data resources."

Integration and innovation break the "information island"

In the process of government affairs reform, "information island" has always been a pain point in the development of government affairs big data. Unwilling to share, unable to share, afraid to share is the main restriction factor that the smart government cannot break through the whole chain of government affairs services. In order to break the "information island", in addition to the promotion and standardization of the national system, the core is the construction of the national information sharing and exchange platform system and the security docking of information systems.

"In the process of building an information sharing platform, there will certainly be cross-industry, cross-sector, cross-regional technical barriers. In addition, we also need to face the problems of multi-objectives, multi-institutions and multi-fields. With the acceleration of the breadth and depth of the information technology iteration, it is obviously impossible to solve these problems only by the strength of government departments and their information centers." Zhou Xia said, "In the past, the relationship between government departments and enterprises was a one-way relationship between the provider of business needs and the provider of solutions, which inevitably resulted in the disconnect between demand and market, and unsustainable technical services and innovation. In today's era, reform and innovation need to follow the road of combining production, university, research and application, and more importantly, to explore a multi-party integration and diversified development mode of smart government affairs." Zhou Xia believes that this is a reflection of the government, enterprises, universities and scientific research institutions to jointly explore the potential value of government big data and the needs of government innovation. Through the deep integration of "government, enterprise, university and research", the innovation mode of "demand + technology + application + service" is realized. In this mode, it is meaningless to talk about scientific research without the guidance of the government. Without the participation of universities and scientific research institutions, many big data models, algorithms and scientific research results will not be able to get continuous and rapid innovation and iteration. Without the participation of enterprises, the industrialization and marketization of government big data will become a castle in the air.

It is worth noting that this deeply integrated innovation model was tried out as early as October 2016. The National Development and Reform Commission and Tsinghua University jointly set up the "China New Urbanization Research Institute", among which Tsinghua Tongfang, as the support unit of technology industrialization, participated in the construction of the "National Big Database of New urbanization", which aims to build a powerful, effective and universal scientific decision-making support system for the development of new urbanization in China and to meet the macro-decision-making needs of city administrators.

"The construction of the national new urbanization big database project involves all kinds of data, including traditional government big data, new Internet big data and social big data, such as: National statistical data, Tencent data, mobile signaling data, three-dimensional geographic data, and even detailed data such as migratory bird migration data, etc. In the project planning, we fully considered the complementarity and interactive verification of different kinds of data, and realized the deep dynamic integration of different data resources through the construction of supporting prototype system. We have built a big data resource system that can clearly reflect the cross-industry and cross-target correlation of urbanization development and has a form of social management guidance, which effectively Narrows the blind area of urbanization management and more accurately reflects the reality of China's urbanization development."

As one of the builders of the big database of new urbanization, Li Xiaohua, chief engineer of Big Data Industry Headquarters of Tongfang, introduced: "The new urbanization big database is goal-oriented and integrated by the government, enterprises and universities, which puts forward higher requirements for big data technology and application. For example, the problems of comprehensive urban governance are typical features of cross-industry, cross-field, cross-region and multi-objective linkage. Relying on the narrow sense of big data technology itself, It is difficult to achieve the desired goal only by working on the data level. Therefore, the scientific decision-making system we propose is a 'trinity' scientific decision-making system jointly built by the three parties, consisting of big data system, intelligent knowledge system and new feedback system."

It is understood that through the construction of the "trinity scientific decision-making system", it solves the multi-objective complex problem at the overall level of the city, can quickly break the information barriers between industries and fields, dig deeply the correlation and potential value between the city big data, and realize the improvement of the government's governance ability and promote the scientific government decision-making. Summarizing the implementation of the new urbanization database in the past year and a half, Li said: "Since the establishment of the big database of urbanization, through the top-down promotion of the national ministries and commissions, has signed contracts with more than 10 local development and reform Commission to carry out pilot construction, to help the city administrators in the city function positioning, resources and environment, population and employment, economic and social coordinated development and other goals to achieve overall consideration and comprehensive balance. The deep integration of government, enterprises and universities also provides new ideas for enabling smart government. In this mode, the three parties jointly create data value, so as to form a better smart urban brain, and 'insert wisdom wings' for government reform and innovation."

A government big data platform featuring security, integration, intensification and service will be the focus of building a smart government in the future."
