Electronic bidding is the trend of the Internet era. Different people and different industries are about to face a reshuffle, which is both an opportunity and a challenge.
Only by identifying trends can we respond better. We made an in-depth interpretation of the blockbuster policy "Internet Plus" Bidding and Procurement Action Plan (2017-2019) "and found 10 trends in e-bidding in the next three years, which are likely to be implemented in the future.
1. Electronic bidding shall be implemented for all projects subject to bidding according to law.
Because the action plan on the whole process of the specific definition of electronic bidding wording is conservative, so the whole process to achieve electronic bidding procurement is still difficult, generally speaking, the law must be tendering projects, all implementation of electronic bidding is a verifiable goal.
2. The real whole-process electronic bidding has become the goal pursued by advanced units.
In fact, the action plan has made clear the definition of a real full-process electronic bidding: "The trading platform should aim to complete the entire trading process of tendering and bidding online, and gradually eliminate the phenomenon of the 'dual-track' system in which electronic procurement and paper procurement coexist." 3. Third-party trading platforms have gradually gained market space.
The action plan clearly puts forward that "no unit or individual shall violate the provisions of laws and regulations to set up an administrative license or record for the construction, operation and trading platform of market players in a disguised way; It shall not set unreasonable or discriminatory conditions for entry and exit, nor attach unreasonable conditions or apply differential treatment; It shall not exclude or restrict trading platforms constructed and operated by market entities, limit the number of docking trading platforms, and directly designate trading platforms for the tenderee; Non-local operators shall not be excluded or restricted from participating in local tendering and procurement activities."
4. Testing and certification of trading platform are carried out in an orderly manner.
The action plan clearly puts forward the target and time of testing and certification, testing and certification work will be carried out orderly and large-scale in the following years.
5. Public service platforms at all levels will be established in 2017.
The action plan specifies that "by the end of 2017, all provinces (autonomous regions, municipalities) and prefectural cities should have a public service platform available for electronic tendering and procurement activities within their administrative areas."
6. Online supervision will be gradually realized.
The action plan makes it clear that "by the end of 2017, we should seize the opportunity to build an electronic bidding and bidding administrative supervision platform to meet the needs of online supervision."
7. The supervision platform will be completely separated from the trading platform.
The action plan stipulates that "the transformation will be completed by the end of 2017, and the supervision and trading functions will be entrusted to different subjects respectively, to ensure the independence and fairness of online supervision." 8. Credit information will gradually play a role in electronic bidding.
In the action plan, it is clear to "promote the docking and sharing of electronic tendering and bidding system and credit information sharing platform."
9. The system environment of electronic bidding is further optimized.
Especially for electronic bidding reasonable simplification and shortening of relevant procedures and time limits, there may be new breakthroughs. But in the research and formulation of electronic bid opening, bidding, bid evaluation of specific provisions, as well as electronic bidding procurement archives management standards, it may be a little slower.
10. Central soes tendering agencies are the main force of the action plan.
