/PRZWT/In the context of urban renewal, the renovation of old residential areas is not only an important livelihood project but also a key measure to enhance the quality of the city. The renovation project of the old residential area on Zhongshan North Road, Xiheshan Sub-district, Yizhou District, Hami City, undertaken by China Construction Xinjiang Construction Engineering, is committed to improving the living environment of residents and enhancing urban functions. It adheres to the three core strategies of "safety as the foundation, technology empowerment, and Party building leadership", and deeply integrates the renovation of old residential areas, the construction of affordable housing, and the improvement of public supporting facilities. The total construction area of the project is 230,000 square meters, including 180,000 square meters for renovation and 40,000 square meters for new construction. It covers 40 residential buildings and 1,780 households, aiming to set a benchmark and model for urban renewal in the northwest region.
I. Strengthening the "Safety Net" for People's Livelihood
The project prioritizes safety, builds a security protection system covering the entire cycle and all scenarios, and realizes the transformation from "passive response" to "active prevention". Before construction, the renovation effect pictures are displayed in a visual way. Standardized soundproof fences and noise reduction screens are set up to keep the construction noise below 55 decibels and minimize the disturbance to residents to the greatest extent.
In view of the complex pipelines and dense population in old residential areas, the project regularly conducts emergency drills for mechanical injuries, electric shocks, fires, etc. A total of 12 drills have been completed, with over 300 people participating. Special construction plans have also been formulated for extreme weather to ensure that safety management has no blind spots. Through the "Behavioral Safety Star" selection mechanism, the safety awareness of all staff was stimulated, achieving "zero accidents and zero casualties" throughout the construction process, and it was awarded the title of "Demonstration Site for Standardized Safety Production in Construction" in Hami City. The project also attaches great importance to humanistic care. In summer, it supplies anti-heatstroke beverages every day, distributes over 2,000 boxes of anti-heatstroke medicines in total, and conducts heatstroke prevention training to build a "warm defense line" for safe production.
Second, facilitate efficient contract fulfillment
The project is driven by the dual wheels of business and material collaborative management to ensure efficient contract fulfillment. In terms of business management, we actively sought support from special funds, established a refined contract management, dynamic cost control and full-process supervision system for suppliers, saved funds by optimizing cost plans, and strictly reviewed the qualifications of over 20 suppliers to ensure the compliant and efficient use of project funds. In terms of material management, a digital dispatching system has been established to monitor key building materials such as aluminum formwork, climbing scaffolding, steel bars, and cement in real time, increasing material turnover efficiency by 30% and reducing waste. Facing challenges such as delayed land acquisition and relocation, construction disruptions and extreme weather, the project pushed for the topping out of new public rental housing 15 days ahead of schedule, demonstrating the "acceleration" of the people's livelihood project.
Iii. Improving the quality and efficiency of modern construction
The project actively promotes the "Four New Technologies" to enhance the quality and efficiency of construction through technological innovation. In terms of green building materials, the adoption of composite external insulation cast-in-place formwork and integrated structural insulation technology has increased the energy-saving rate of buildings by 40% and eliminated the risk of insulation layer detachment. The comprehensive application of the composite slab system has increased construction efficiency by 50%, improved crack resistance by 60%, and controlled the flatness error within ±2mm. In terms of intelligent construction, the implementation of an integrated construction system of aluminum formwork and climbing scaffolding has saved 60% of material costs, shortened the construction period by 20%, and reduced construction waste by 80%. The introduction of the smart construction site management system enables real-time monitoring of environmental data, optimizes the scheduling of personnel and equipment, reduces the waiting time for processes by over 300 hours, and realizes traceability and verifiability of quality. The project has ensured its quality through the "three precisions" quality control model of "precise planning, meticulous construction, and accurate acceptance", and has won 2 provincial QC achievements, 1 national QC achievement, and 2 national utility model patents. It has also been awarded the title of "Worker Pioneer Post of China State Construction Engineering Corporation Civil Engineering Co., LTD."
Four. Red Engine Unites Efforts to Tackle Tough Challenges
The project's Party branch has fully played its role as a fighting fortress, promoting the in-depth integration of Party building and production. We carried out a joint Party building activity with the Hami Command of China Academy of Building Research Design Institute, and solved 15 problems on issues such as design optimization and technical improvement. A "Youth Vanguard Team" was formed, conducting over 80 night patrols and 20 technical training sessions to facilitate project fulfillment. By setting up "Party Member Responsibility zones" and "Party Member Model Posts", Party members have taken the lead in optimizing the construction plan, coordinating residents' conflicts, and promoting the early topping out of the main structure. They have received over ten thank-you letters from residents in total, achieving the goal of "strengthening contract fulfillment under the leadership of Party building and warming people's hearts with people's livelihood projects".
V. Creating a sustainable and Livable model
The project will continue to deepen the three core areas of safety, technology and Party building, and promote the improvement of fine decoration, supporting facilities and community governance. It is planned to introduce smart community systems such as intelligent access control and parking management, build community activity centers and elderly care service stations and other convenient facilities, create a "15-minute convenient living circle", and jointly establish a post-operation and maintenance mechanism with the community to ensure that the renovation results benefit residents in the long term.
In the future, the project team will continue to uphold the concept of "lean construction", further deepen the integration and innovation of safety, technology and Party building in subsequent construction, continue to respond to the national call for urban renewal, adhere to taking technology as the driving force and people's livelihood as the orientation, and create more livable, green and harmonious modern communities for the city.
