The Fourth Paradigm East China Regional Headquarters is to be located in the Caohejing Development Zone under Lingang Group. The two parties will cooperate to establish a "three centers and one platform" (artificial intelligence industry empowerment center, artificial intelligence innovation research and development center, artificial intelligence venture capital incubation center, and international data and computing power integrated service platform) in the relevant parks of Lingang Group. The Xuhui District Government of Shanghai and Shanghai Jiao Tong University witnessed the signing of the contract.
Lingang Group said that in recent years, the group has won a series of computing power supply capabilities and computing power policies, attracted a number of invisible champions, innovative elements and new R & D institutions in the industry, and deeply participated in the platform construction, ecological community construction, and fund capital introduction of the artificial intelligence industry, creating a full stack of industrial ecology and promoting the accelerated integration of artificial intelligence technology innovation and industrial development. This signing marks the addition of a new army to the artificial intelligence ecosystem of Lingang Group. The Group will introduce cross-border data, digital finance, and other advantageous resources and policy support to provide enterprises with full-factor support such as computing power, corpus, talent, and capital, allowing more innovative entities, upstream and downstream enterprises, and industry talents to interact frequently, conduct in-depth exchanges, and accelerate docking, so as to promote the full flow of the industrial chain, innovation chain, talent chain, and capital chain.

At the signing ceremony, Xi Lifeng, executive vice president of Shanghai Jiao Tong University, said that Shanghai Jiaotong University attaches great importance to the layout and talent training of artificial intelligence majors, and will soon establish the Shanghai Jiaotong University Artificial Intelligence College, which will be settled on the Xuhui campus. The signing and cooperation between the Fourth Paradigm and Lingang Group will help the Xuhui District Government, Shanghai Jiao Tong University, Lingang Group and the Fourth Paradigm to strengthen coordination, and closely focus on the artificial intelligence industry ecosystem and the entire industrial chain to form a joint force, continuous efforts, and long-term efforts.
According to the relevant person in charge of Xuhui District, there are nearly 900 artificial intelligence-related enterprises and institutions in Xuhui District, with an industrial scale of nearly 100 billion yuan and an average annual growth rate of more than 30%. Since 2023, Xuhui District has created Shanghai's first artificial intelligence large-scale model industrial ecological agglomeration area, launched the city's first district-level large-scale model special project policy, and supported 15 enterprises and institutions to launch models for filing. Xuhui District has initially formed a "1 + 1 + 1" artificial intelligence policy system, that is, 11 artificial intelligence + 15 large models + model speed space policy, and strives to systematically strengthen policy support in algorithms, computing power, data, scenarios, finance, governance and other aspects.
The Caohejing Development Zone, which celebrates its 40th anniversary this year, has gathered nearly 200 companies in the field of artificial intelligence, and 1/4 of the first domestic institutions to obtain the record of large models come from this area. The development zone brings together innovation subjects, leading figures, and science and technology innovation elements, focusing on the construction of high-quality incubators such as large models. It will also build the first GPT park with a number of leading enterprises in the region to build a large-scale application scenario with demonstration benchmarks, promote the common development of upstream and downstream enterprises in the development zone, and create a smart and dynamic artificial intelligence industry innovation highland.
